How will Lansing spend roughly $3 million in federal grants for low- to moderate-income housing next fiscal year?

Monday, May 9 — The Lansing City Council is scheduled to vote on a plan at tonight’s meeting to spend nearly $3 million for low- to moderate-income housing in the city.

The city must annually submit a plan for how it intends to spend federal Community Development Block Grant (CDBG), HOME and emergency shelter grant money. The funds come from the U.S. Department of Housing and Urban Development, or HUD.

The city estimates 14,984 low- to moderate-income families live in the city.

A majority of the federal money — about $2.2 million — is CDBG money. That is spread out in nine categories, including rehabilitating single-family owner-occupied homes, rental units, code enforcement costs, weatherization and land acquisitions.

HOME program funds — about $800,000 — would be spread across seven different categories that help prospective homeowners with down payment assistance and new construction.

The remaining $91,000 helps cover the costs of maintenance, insurance, utilities and furnishings at emergency and homeless shelters.

In other business, the Council is scheduled to set a public hearing for May 23 on an ordinance that would permit alcohol sales and consumption within Fenner Nature Center.

The Council also is scheduled to make one appointment and six reappointments to local boards, authorities and commissions:
  • Appointing former City Councilman Tim Kaltenbach to the Lansing Entertainment and Public Facilities Authority Board of Directors for a term to expire June 30, 2014;
  • Reappointing Cynthia Ward to the Lansing Board of Water & Light Board of Commissioners for a term to expire June 30, 2015;
  • Reappointing Ifield Joseph to the Capital Area District Library board for a term to expire April 15, 2015;
  • Reappointing Todd Cook to the Capital Region Airport Authority for a term to expire Sept. 30, 2014;
  • Reappointing Yvonne Young-McConnell to the Fire Commission for a term to expire June 30, 2015;
  • Reappointing Walt Steele to the Plumbing Board of Appeals for a term to expire June 30, 2015; and
  • Reappointing Sandra Kowalk-Thompson to the Board of Police Commissioners for a term to expire June 30, 2015.
