Public Services Committee chairwoman decides to delay Council vote on bike parking regulations, citing the need for more feedback, detailed guidelines

Thursday, Aug. 4 — City Councilwoman Jessica Yorko has decided to hold off on putting new bike-parking regulations up for a Council vote Monday, likely until September.
The Public Services Committee voted unanimously Tuesday to recommend passage of the ordinance at Monday night’s City Council meeting. However, Yorko, who chairs the committee, said today she wants time to draft installation guidelines and have them vetted by the city Planning Office.
“The more I thought about adopting it without (installation) guidelines in place and knowing I won’t be able to work on those guidelines until the end of August, my fear is if someone comes and is required (to install bike parking under the new ordinance), it’s not fair,” Yorko said.
Yorko said Tuesday that she would draft a supplemental document to the ordinance that details how and what type of bike racks should be installed that follow the Association of Pedestrian and Bicycle Professionals’ “Bicycle Parking Guidelines, Second Edition.” That document costs $45 for non-APBP members, and Yorko’s guidelines would be a free, condensed version of that, she has said.
Further, Yorko said she plans to formally discuss with the Lansing Regional Chamber of Commerce how the ordinance would work. As of Tuesday, the chamber had not taken a position on the ordinance and its policy committee will meet again to formulate that opinion, the chamber’s Kristin Beltzer said. Beltzer and Yorko have met informally to discuss the ordinance, each has said.
The ordinance would require many property owners to install bicycle parking as part of new construction and renovation.
