Committee of the Whole to discuss and possibly vote on land-sale proposals Monday night

Friday, Aug. 12 — Monday’s Lansing City Council agenda is thin, but the Committee of the Whole, scheduled to meet directly after Council, will discuss two land-sale proposals for the former Red Cedar and Waverly golf courses.
The committee, which is made up of all eight Council members, could also vote on the two proposals Monday, which would move them out of committee and to a full Council vote the following week.
The administration is trying again to have Council approve a referendum that would seek voter permission to sell nearly 13 acres of the former Red Cedar Golf Course. A second ballot proposal seeks voter permission to sell the former Waverly Golf Course and adjacent Michigan Avenue Park. The courses closed in 2007 due to budgetary reasons, and the City Charter requires voter approval to sell off dedicated parkland.
On May 23, the Committee of the Whole voted on the very same proposals, but each failed on 4-3 votes. A majority vote is needed (in this case, five) to move resolutions out of committee so the full Council can vote on them. At-Large Council members Brian Jeffries, Carol Wood and Derrick Quinney voted against the proposals in May. Eric Hewitt was absent.
The resolutions need to be approved by Council by Aug. 30 so the proposals can appear on the Nov. 8 General Election ballot. Council President A’Lynne Robinson said last week that if the Committee of the Whole approves the resolutions Monday, the goal is to have Council vote on them at the Aug. 22 meeting. If more time is needed to discuss the proposals, Council has another opportunity to vote at its Aug. 29 meeting, she said.
In other business, during its meeting before Committee of the Whole, the Council is scheduled to vote on adopting an ordinance and separate resolution designating new flood hazard areas of the city and assigning the city’s building official to oversee floodplain management.
The Council is also scheduled to vote on a resolution granting nonprofit status to the Historical Society of Greater Lansing.
