These notices shall satisfy two separate but related proce-dural requirements for activities to be undertaken by the City of Lansing, Michigan

REQUEST FOR RELEASE OF FUNDS

On or about November 7, 2022, the City of Lansing, acting as lead agency for the Lansing Housing Commission, will submit two (2) requests to the HUD administering agency for 16 Project Based Vouchers for Stadium North Lofts and 18 Project Based Vouchers for Stadium North Senior Lofts. Stadium North Lofts will involve the new construction of 66 affordable housing units in a single building, and Stadium North Senior Lofts will involve the new construction of 66 affordable senior housing units on sites located at 514 Erie Street and 500 North Cedar Street, Lansing, Michigan. The Project Based Vouchers will used to leverage additional private funding for an approximate $16,747,817 project (Stadium North Lofts) and approximately $18,613,546 proj-ect will provide housing opportunities for low to moderate income families and seniors.

FINDING OF NO SIGNIFICANT IMPACT

The City of Lansing, Michigan has determined that the proj-ect will have no significant impact on the human environ-ment. Therefore, an Environmental Impact Statement under the Nation- al Environmental Policy Act of 1969 (NEPA) is not required. PUBLIC COMMENTS

Any individual, group, or agency may submit written com-ments on the ERR to the City of Lansing, Department of Eco-nomic Development & Planning, Ms. Doris Witherspoon, 316 North Capital, Lansing, Michigan 48933, doris.witherspoon@ lansingmi.gov. All comments received by November 4, 2022 will be considered by the City of Lansing prior to the request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Lansing, Michigan certifies to HUD that Andy Schor, in his capacity as Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows City of Lansing, Michigan to use Program funds. 

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and the City of Lansing, Michigan’s certifica- tion for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the name of the City of Lansing, Michigan; (b) the City of Lansing, Michigan has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other partici- pants in the development process have committed funds, incurred costs or undertaken activ-ities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objec- tions must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed and emailed to HUD administration office at CPD_COVID-19OEE-DET@hud.gov.
