These notices shall satisfy two separate but related procedural requirements for
activities to be undertaken by the City of Lansing, MI.
REQUEST FOR RELEASE OF FUNDS
On or about December 4, 2024, the City of Lansing< MI will submit a request to the U.S. Department of Housing and Urban Development (HUD) Detroit Field Office for the release of Project Based Vouchers (PBV) funds under Section 8 (o)(13) of the U.S. Housing Act of 1937 (42 U.S.C. 1437f(o)(13)), as amended, toundertake a project known as Grand Vista Place, vacant land (currently developed as a paved parking lot) located east of S. Grand Avenue and west of Cherry Street, directly south of 507 S. Grand Avenue, in the City of Lansing. The Property is located in an area zoned DT-1 (Urban Edge). The property is comprised of two parcels totaling approximately one acre: - Parcel Tax ID # 33-01-01-16-456-012 - S. Grand Avenue, and - Parcel Tax ID # 33-01-01-16-456-101 - Cherry Street. The proposed project includes the construction of a single, L-shaped, four-story, approximately 66,736 SF, multi-family residential building along S. Grand Avenue with on-site parking to the rear of the building (accessed from Cherry Street). The building will provide 55 residential units (11 one bedroom, 36 two bedroom, and 8 three bedroom), onsite leasing office, elevator, trash rooms, laundry room, onsite maintenance room, second floor fitness room, fourth floor community room and terrace, and 55 parking spaces (49 standard and 6 accessible).
The Lansing Housing Commission is proposing to use 55 Project Based Vouchers for this development. The Lansing Housing Commission (LHC) is committed to the development and management of quality, affordable, and fair housing options in a compassionate, healthy, and safe way. LHC will deliver impactful resident services while maintaining the highest performance standards and outcomes. The Property is currently developed as a paved parking lot. The property historically operated as a parking lot for the former Lansing State Journal building located to the west of the Property at 120 Lenawee. The Property is located in an area predominately developed with commercial businesses to the north and west and single and multi-family residential to the east and south.
The estimated total project costs are $19,926,906. Of which, the proposed annual PBV funding is $847,632, and project sources of funding include a $4,617,222 MSHDA Tax Exempt Bond Loan, $1,603,208 MSHDA HOME Loan, $2,576,478 MSHDA CERA Loan, $3,200,000 LHC Sponsor Loan, $13,320 of Interim Income, $161,841 of Deferred Development Fee and $7,754,437 of Equity from the sale of low-Income Housing Tax Credits.. Other annual funding sources include a City of Lansing PILOT.
FINDING OF NO SIGNIFICANT IMPACT
The City of Lansing, Michigan has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at www.lansingmi.gov/development or City of Lansing Department of Economic Development and Planning, 316 N. Capitol Ave, Lansing, MI 48933 and may be examined or copied weekday’s 8:00 a.m. to 5:00 p.m.

All comments received by December 2, 2024 will be considered by the City of Lansing prior to authorizing submission of a request for release of funds. Comments should specify which notice they are addressing.
RELEASE OF FUNDS
The City of Lansing certifies to HUD that Andy Schor in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Lansing to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Lansing’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Lansing (b) the City of Lansing has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec 58.76) and shall be addressed to Michelle King, PIH Representative, Detroit Field Office, U.S. Department of Housing and Urban Development at 477 Michigan Avenue 16th Floor, Detroit Michigan 48226.
