NOTICE OF PUBLIC HEARING AND COMMENT PERIOD FOR THE
2025 CONSOLIDATED ANNUAL PERFORMANCE
AND EVALUATION REPORT (CAPER)
July 1, 2025 through June 30, 2026

HOME INVESTMENT PARTNERSHIP (HOME) PROGRAM
EMERGENCY SOLUTIONS GRANT (ESG) PROGRAM

Notice is hereby given that the City of Lansing Department of Economic Development and Planning (EDP) has completed the 2025 Consolidated Annual Performance and Evaluation Report (CAPER) for the period July 1, 2025, through June 30, 2026, pursuant to Federal Community Development Program rules and regulations.
The CAPER highlights expenditures of federal funds for the period of July 1, 2025 through June 30, 2026 including CDBG funds which provides opportunities for decent housing, suitable living environment, housing rehabilitation and economic opportunities for low-and-moderate income persons, HOME funding included activities involving affordable housing and downpayment assistance and ESG funding includes homelessness services and programs for at-risk or homeless individuals and families. The CAPER provides information on activities and accomplishments during the grant period.
A summary of public comments received as a result of the public participation process will be submitted to HUD as part of the CAPER.
The public is invited to attend and comment at the public hearing which will be held on Thursday, October 22, 2026, at 5:30 p.m. at the Neighborhood Empowerment Center, 600 W. Maple, Lansing, MI. A copy of the CAPER is available for review at: www.lansingmi.gov/community-development-office
