The Ingham County Housing Commission announces the availability of 5-Year Mainstream Section 8 Project-Based Vouchers (PBV) for Projects Receiving Low Income Housing Tax Credit Funds (LIHTC)

ICHC expects PBV vouchers to be available in 2026, subject to HUD and ICHC funding. To which the project furthers the ICHC’s ability to expand housing and economic opportunities by servicing the area of Ingham County generally referred to as “Out County” in that the residents of the proposed project would not have a City of Lansing address. PBV contracts may be awarded for up to 20 years, with renewal options. Assistance will help cover rent for eligible households with incomes generally at or below 30% of AMI and no higher than 50% of AMI. Projects already under construction are not eligible. Before an AHAP contract can be executed, required subsidy layering and environmental reviews must be completed and approved by HUD or its designee.;

Request: Up to eight (8) PBV units, or 25% of a project’s total units, whichever is less. Exceptions to the 25% cap (up to eight units) may be approved for units serving disabled families and/or elderly during the PBV contract term.

Unit Requirements: Eligible units must be 1- or 2-bedroom family units for persons with disabilities. Preference will be given to projects located outside Lansing, Michigan within the County of Ingham. Projects serving a specific disability group or clients of a particular provider are not eligible. The ICHC reserves the right to limit voucher awards per project. The ICHC reserves the right to reject any or all proposals, to waive informalities and minor irregularities, and/or to modify or cancel this solicitation.

Tenants will be referred exclusively from ICHC waiting lists. Sponsors must comply with all applicable Mainstream Section 8 PBV regulations (24 CFR Part 983) and ICHC Administrative Plan requirements.

Selection Criteria: Applicants must demonstrate project need, financial feasibility, readiness to proceed, compliance with County obligations, and eligibility to work with HUD. Preference will be given to projects that create new affordable housing, serve persons with disabilities, maintain affordability beyond 20 years, provide units affordable to lower-income households, support sustainable development, and leverage additional funding sources.

Who Should Apply: Owners and developers proposing new construction or rehabilitation projects that expand long-term affordable housing for very low- and extremely low-income households. Only LIHTC proposals requesting ICHC PBV assistance in response to this notice will be considered.

Submission Information:­ ICHC will accept request for proposals for PBV beginning August 5, 2026.  Proposals are due no later than 4:00 p.m. on Monday, September 21, 2026.
